Um, isn't it the officer's job to rescue people? What a way to organize your public services: you have people on a paylist to serve, protect and rescue other people. After they have done their job (and received their monthly paycheck), they are going to charge those same people they rescued for, basically, making them do their job. It just doesn't get any sicker than this.
