The ship is HNLMS Pelikaan. It got there a week after the earthquake, and managed to clear a channel to a pier, unload, and departed, all in two days. The day _after_ Pelikaan began clearing the US Navy announced that, uh, they'd send a specialize harbor-clearing ship real soon now... The US Navy did eventually send a unit to do a detailed underwater survey.

A French Navy ship did enter the harbor too, after Pelikaan cleared a channel. But it didn't unload any supplies or do anything. It might as well have been a tourist ship for all the good it did.
