I interpreted things a little differently. Let's go back to what was said:

EBM : Hey man, you offered!

Tyrone : I didn’t offer you shit!

EBM: What did you just say when you walked by me?

Tyrone : I said why-why a fuckin’ brotha gotta spit-shine yo' shoes?

What I understand from the above is that an argument had already started when the black guy said: "Why a fuckin’ brotha gotta spit-shine yo' shoes?" To which white guy responded to sarcastically "So how much, then?" That's what it looks like to me, anyway.

I see this shit on the bus all the time - black kids refusing to move their bags to let others sit down, being ear-splittingly loud and generally fucking obnoxious, eating chicken wings and throwing the bones on the floor, and my personal favorite, black teenage mothers verbally and physically abusing their toddlers. Classy folks, they are.
