No, Bush Jr was fairly successful as governor prior to his election. What's stranger is that the centerpiece of his record was *negotiating* an education overhaul with South Texas Democrats to increase spending, and the South Texas Democrats have *never* agreed to increase education spending, even when Democrats ran the state (educated voters would hurt their re-election chances).

That's part of the problem in avoiding another one: here you have Dr. Jekyll with a track record you can examine, who changes into a completely different Mr. Hyde in the White House. Obama is not far from this when you realize he really hasn't changed Bush's domestic policies much, and has done worse at foreign and fiscal policy.
