It's not that the law dictates what names/spellings are allowed, it has more to do with what is not allowed (good taste/decency/etc.); I think it was left to the discretion of the registrar (most things in NL are left to the discretion of one official or another). The law probably still exists, but will not be applied often. I know from years ago that certain things were not allowed, like Hitler as middle-name or brand-names.
In the case of Dennis Bergkamp, it's kinda silly. The difference in the pronunciation of the word Denis vs. the word Dennis is quite notable, but requiring Dennis to be registered as name is making a mountain out of an anthill.
Still, he's one of the best football players ever and certainly the best Dutch player after Cruyff.
