The plan would be as follows, to train Israeli submariners to handle nuclear submarines armed with SLBMs, and in the event of an Iranian nuclear strike against Israel, reflag the subs under the israeli flag turn over them over to Israel so that Israel had a submarine-based second strike nuclear capability. IMO merely notifying Iran of such an intention would cure Iran of its desire to be a military nuclear power.
