The Monkey is just bored. He's trying to stir up some action, some excitement, etc.

If you're at a party, and everyone is unwinding towards the end, relaxed and sitting around chatting before going home, the Monkey is the guy that throws a roll of firecrackers into the middle of the room to liven things up.
