That thread was started by bug whisperer and he stole the idea for it from the forum he's linking in this thread.

That forum was started by a small group of people that were banned from the stile project forums. The activity level of the board is on par with XPT maybe even slower at times. One of the biggest draws to forum from outside are/were the pics of Chris Farley laying dead in his apartment from his overdose. I've never seen anyone get banned except for posting CP or Spam.
