So I get a call from Cablevision and they pitch me the deal: $15.00/phone, $30.00/internet and $25.00/TV with 4 russian channels and FREE DVR, all this for 2 years with no commitments/contracts. When I asked for the hard copy of the Terms of Service, the bitch said that they can't provide me with TOS unless I sign up. I think that they should provide the hard copy of TOS before anyone signs up for their shit.

I would bet it was an attempt to get your personal info. That deal would be all of Cablevision's services for about half price. They aren't hurting enough to cold call a deal like that.
