That's a lot of money in field agent time, research, and legal fees w/an isp--you'd figure they'd search his house, take his home computer for a few days to hunt and peck through ntfs sectors for evidence and probably either strongly advise or legally order him to stay off at least the adult part of the internet for a few days. Showing up at an office and exhibiting non-relentless behavior doesn't sound like the M.O. you'd expect from a bunch of field agents.
