They say that about all presidents who preside over wars. Truman is often talked about as deserving war crimes indictments for dropping atomic bombs on Japan.
Don't know if that's true for all who preside over wars.
Some time after the Nuremberg Trials, there was a lively discussion about the ethics of the Allied bombing campaign on German cities. This would have brought Churchill, Truman and the Allied Supreme Command in a lot of difficulties. They bombed these cities knowing that there would be more civilian casualties than actual industrial damage. (This has been admitted (between the lines) by more than one of the people involved.) I guess the use of nuclear weapons would merit those indictments as well.
During/after the Vietnam war, there has been some discussion about a few incidents. Especially My Lai was being mentioned as a 'war crime'. But this was only regarding the soldiers/officers directly involved in the incident, not the US government or the President.
During the first Persian Gulf War, the only incident that comes to mind is the attack on a retreating Iraqi convoy. And I doubt if that qualifies as a war crime, because the victims were enemy soldiers still on foreign soil.
There are, of course, many more examples.
