See what I am saying? Whenever these production assistant people like Biff, Stephanie, etc. appear on a show, they get paid a LOT more money. So he was throwing her out there on every show even when it looked like it was creepin her out. What also is hilarious is he could tell inside jokes on-air (like calling her Vicky - that was probably her code name). So Letterman enjoyed the fantasy of inventing a character for her, showing it on network TV, and then throat-fuck his own creation inside his luxurious office. GENIUS
