Talk about strip-mining - you'd need to process a ton of rock per day per person (at 25% efficiency) just to get enough water to keep him alive. And the lunar poles are very expensive to get to`& from in terms of rocket fuel. And there's no solar power in a shaded crater to power the mining operation.
It's a mildly interesting finding but it doesn't make a lunar base any easier.
