Firefox v3.5.x (during initial startup) looks at random files in your temp folders, and uses their contents to generate random numbers for use during secure sessions later during browsing. There was a bit of uproar about this when it was first released, when some people were reporting unusually long startup times for the new Firefox, and then started monitoring what it was doing.

You can decrease start times for FF by cleaning out your Windows temp folders.
