The clause (even if it weren't temporary) is designed to fake out dummies like Superjizz and allow Dems to decalre that greasers won;y be covered. It says "nothing in THIS SUBTITLE". What about the other thousand pages? Both of the major House and Senate bills currently say that if one family mamber is eligible for healthcare, than the whole family is (yay anchor baby! all 65 family members are now eligible!). Also, the Dem leadership has blocked all amendments saying that verification of citizenship must be required. They want the DMV-like gov healthcare clinics to take Jose's word that he's eligible.
