No, I'm sure there was more than one thing. Dupont was part of it, and probably provided the campaign money that was incentive for politicians to actually do something. Social norms, reinforced by whacky wetbacks in the street acting all stoned, I'm sure it was all that. Dupont probably just contributed money.

I've never heard that blacks did a lot of marijuana. Crack, yes. Jail, yes. Fatherless children, yes. But, marijuana? That's the one stereotype I've never heard about black people, till now. Thanks Fatman.
