Comes from the fact that weed was made illegal in the early part of the 20th century to stem the flow of immigrants from Mexico. Another colossal failure in judgement. Technically weed isn't illegal though, you can possess it if you have the proper stamp. But to get the proper stamp, you have to bring the weed in person to a government office, where you will be arrested for not having a stamp.
