The owner of the private swimming pool sold memberships fr money to people who were willing to pay more to avoid the crowding at public pools. Key points: these members don't have to pay to use a pool - the public pools are open - and they expect something a lot less crowded in return for their money.

The pool owner decided to make a little extra money by selling one-day access to various kid's camps. Problem is, when the buses pull up that pool fills and looks as crowded as any public pool. That's not what the members are paying their annual dues for, and they let the pool owner know about it.

The pool owner knows that people paying annual dues are where the money is, not a few visits from camps, so the camp visits have to stop. Only he doesn't try to fulfill existing obligations & appease dues-paying members, but rather he kicks the camps out *right now* and offers the worst possible reason for it.

Now not only has he made his paying customers unhappy by crowding his pool, removing the only reason anyone has to use a private pool in the first place, but he's also placed the "Racist" tag on any member. In the current economy I bet a lot members think "I don't want the crowding, I don't want my friends thinking I associate with racists, and I don't need this monthly expense."
