What tests are you talking about? It sounds like the error rate from a Western Blot test (an old one).
AIM uses a PCR test which is completely different. Public health agencies use Western Blot (I think they still do) for reasons of cost.

It's quite a bit better than that, especially if you're willing to pay extra for a PCR test. Country health departments typically aren't.
