The dude just went through a pretty bad political standoff here. Basically our State government has run itself fiscally responsibly and has been hurt by losses in pension investments and things out of his control. He wanted to apply the stimulus to debt incurred due to lost investments and the feds won't allow it. They want to creat programs one-time funded by the stimulus that will be further burdens down the road. I have met him. I know people that know him. He is fundamentally opposed to this on principle. He has stood alone in the country on this and yes there has been political hay to make on the controversy but my personal opinion is that this last legislative session beat him to a pulp and he had to go off somewhere to decompress and possibly get some counseling. And of course his wife has known where he is all along.
