That's a mighty big assumption you're making about the shooter's motivations. Tiller was the worst of the worst of late-term baby butchers - responsible by his own admission for over 11,500 abortions post 22 weeks (and that was between 1980-1999, so he probably racked up another 5000 since then.) The shooter may just have intended stop Tiller specifically, and that would not qualify as terrorism.
