The EUR 100 for basic coverage is partly compensated for by the government, depending on your income. But you are correct in your assessment that it ain't a real 'universal' coverage.

That's just plain stupid. If one is insured (basic coverage), the insurance company pays everything after the first EUR 155.00. If someone is not insured, it's their own fault and, eventually, you will get hunted down for not being insured. This will get you some nice fines, up to EUR 100 per uninsured month.
