Yes there is currently an ammo shortage.

70% of all civilian and law enforcement ammo is derived from reloading once-fired military brass.

One of the final acts of the Bush administration was to authorize the DoD to nullify it's private sector contracts and destroy all used military brass.

Obama's administration has reversed this decision and the DoD is once again selling it's used brass to the private sector but it will take at least to the end of the year for supplies to build back up to ease the current restrictions on private sector sales.
