If they hadn't tested him at the start, and she's clean when someone bothers to test her preparing for trial, how do they show she was ever exposed to anything if they can't show what STDs he might have had then, as opposed to a year or two later?

The maid might also have been a bad witness in a case full of poor evidence, and the prosecutor does a plea bargain to save a bunch of wasted effort. And if coke-head can't stay free of drugs he'll be back in court with a much easier conviction soon enough anyway...
