I think it's also about context.

Think about it. You're supposed to be naked if you're a stripper in a stripclub. It's all in context. It's not like being at the grocery store and all of a sudden taking off your clothes. Even if that were legal, you'd still feel weird because it's not the place where that's supposed to happen.
