The object of the ransoming/kidnappings is money, not terror. If the pirates know that they will more likely end up getting killed than getting rich they will be dis-incentivized from trying to pick off more ships. Short term, there might be some retaliation, long term it's a start towards curtailing these guys. You would have to deploy a CBG with a couple of fast attacks to shadow as the motherships leave port and also redeploy some satellite assets to pinpoint them talking on their sat phones.
