Bureaucracies are loathe to give up a single iota of power or control so changes to the status quo take decades to accomplish, but changes happen none the less.

In the 70's I predicted that, by the turn of the century, in California, marijuana would be legal and tobacco would be illegal. I wasn't too far off.
