That's the thing, who's taking it out of context? They're not talking about jogging on the beach at sunset, they're talking about a restructuring/rebuilding process because they have been so over-extended by their last 7 years of fighting in Afghanistan. They're not going to shut down so that anyone can walk across the border with guns and take over the country. The military is still going to be there.

And, he's talking about July 2011, with the US finally imposing some kind of order in Iraq more and more successfully, that's plenty of time to get US troops or others in Afghanistan.
