Critics and anyone with a brain are saying it was in effect an official visit because that's how the Norks will be able to portray it in their propaganda (because he is a spouse of the current Sec of State).

China was a huge and important nation. The Norks are tiny and rogue. It's kind of like the difference between hostlie actions by the 70s USSR vs. hostile actions by 70s Libya. The ways one responds to one of these two very different stimuli has no baring on the other.
