In western (Europe, US) society, signature almost always means something hand-written. In other countries, it's not uncommon to fill out a form by type-writer, because 'signature' can refer to different people.
I think 'Signature of Registrar' in this form indicates the name of the person who entered the birth in the registry.

I have seen loads and loads of 'official' documents from all over the world. This thing in Coke's post is something that can be produced at home by anyone who has a little bit experience and patience. My take: it's fake.
