WMD were found within days, no doubt about it (the drums of radioactive material from the nuclear program in the 1980s). The problem, as you note, is that more was promised, and more has not yet been found and likely will not be.

I don’t think anyone ever thought it was about imposing democracy.
My guess is that they believed Iraq was behind Palestinian instability and that removing Iraq would enable a long-term Middle-East solution. Nearly every US president seems to fall prey to belief that they can solve this problem.
Once they knew what they wanted they asked around for excuses to justify it, and there are more than enough Yes-Men in Washington to say anything if you are clear enough to what the Right Answer is first.
The other problem is that they overlooked the fact that while the US military is designed to defeat any other military in the world, the US military isn’t designed to occupy any country much more advanced than Haiti. The US military is designed as a defensive force that might, at worst, retake territory lost, but is not designed as an aggressor force that takes and holds foreign territory. Winning a War is not the same as Winning a Peace, and throwing Iraq out of Kuwait presents very different post-battle problems than occupying Iraq.
