I think there are two ways to go on this issue:
1) take the gloves off and fight these people like wars are supposed to be fought- ( worry about your own casualities only and inflicting damage to the enemy ). All this not bombing this place because of x and can't assualt that city because of y is crap. We cannot easily win a war with no or little help from the local populations and such rules of combat. Why should our men die because the bosses restrict what can and can't be done. We are dealing with an uncivilized and savage foe and we have to take the handcuffs off our military and inteligence services to win. Plus when using said tactics it helps just to worry about your own men, accomplish your mission by any means possible while proteting your men to the fullest.
2) leave these savage lands to the locals . this can't be done presently because we want the oil, I only hope that we discover some alternate form of energy of other sources of oil- then we could ignore these lands like the rest of the world does. Somolia , Bosnia, Iraq(Kuwait), Iraq( present) we went to these lands to help these people and get nothing but hate and disregard in return.
