Hitler was in power for almost all of the Great Depression. Or was there another major partner in Europe for the UK at the time?
The "Buy American" rule does bother me somewhat because it sure smells of Smoot-Hawley. I'd have to see how broad a "WTO conformer" exemption was to see if that would help.
It might be better to strengthen country-of-origin labeling laws by saying, for example, that an item can't be labeled as "Made in America" unless at least 50% of the total transformation costs are spent within the US. Kinda hard to apply that to computer software though.
