Bush already beat him to that.....Last domestic attack by foreign terrorists came under his watch. Clinton might have dropped the ball too.....but the fact remains that the attack came well after he was settled in, and came while his administration was "standing guard." Sadly the previous administration decided (rightly or wrongly....though with hindsight, clearly wrongly) to ignore intelligence of what was to come, and decided to embellish intelligence information (which they presented to congress) when it was convenient to further an agenda which was little more than payback for the father (George HW Bush) from the son ("W") to Saddam (justifying invading Iraq.....though the reasons for the invasion have been revised several times as the validity of the intelligence that was used to justify the invasion has continued to erode).

I always found it amusing when I heard people say how Bush "kept us safe." It was like 9/11 never happened, or as if it wasn't under his watch....or wasn't in anyway his fault. Fact of the matter is he didn't exactly do a great job of keeping us safe right from the start, and his invasion of Iraq probably was the greatest recruiting tool the Muslim fundementalist groups ever had in their history.
