People can thank Rocky for his move to empty the NY State hospitals in the 1970's for all this. He created a permanent homeless class who get to wander around NYC and the rest of the state without their meds and of course they all have "rights". Everybody has rights except the working class. The only right they possess is to pay for everyone else's government-given rights.
