Bubonic plague exists at all times all over the world on its carrier, the rat flea, which then passes it on to warm-blooded hosts. Humans are rarely exposed to it. The odds increase in undeveloped areas, where hygiene is poor. If the CIA has released it on Al-Qaeda, bravo!
