Bubonic plague exists at all times all over the world on its carrier, the rat flea, which then passes it on to warm-blooded hosts. Humans are rarely exposed to it. The odds increase in undeveloped areas, where hygiene is poor. If the CIA has released it on Al-Qaeda, bravo!

Plague exists even on US soil in remote uninhabited areas; large cats (cougars or mountain lions) are known to carry it. There was an episode of SurvivorMan where Les discussed precautions against wild cats in the area because of their carrying the disease.

If you were ever in the Army and posted to Ft. Carson, Colorado, you were inoculated against the bubonic plague during your in-processing. The rodents out there are chock full o' plague.

Wasn't there a bit of Hanta Virus out there in the SW (Arizona, Nevada) somewhere? Also traced to vermin. Whatever you do, avoid rats in the Southwest.

I remember an archaeological dig in a Neanderthal cave complex, I watched it on TV anyway. The archaeologists were puzzled by burned layers in the sediment of the cave floor and finally realized the Neanderthals were burning the layer of straw they lived on, every so often, to kill any lice or fleas or rats living in it. If these stupid islamic savages weren’t smart enough to do what Neanderthals could, then it seems there is nothing more going on here than Darwin, doing what Darwin does best.

A new twist, it seems this was no accidental infection. Quote:
An Al Qaeda affiliate in Algeria closed a base earlier this month after an experiment with unconventional weapons went awry, a senior U.S. intelligence official said Monday.
The official, who spoke on the condition he not be named because of the sensitive nature of the issue, said he could not confirm press reports that the accident killed at least 40 Al Qaeda operatives, but he said the mishap led the militant group to shut down a base in the mountains of Tizi Ouzou province in eastern Algeria.
He said authorities in the first week of January intercepted an urgent communication between the leadership of Al Qaeda in the Land of the Maghreb (AQIM) and Al Qaeda's leadership in the tribal region of Pakistan on the border with Afghanistan. The communication suggested that an area sealed to prevent leakage of a biological or chemical substance had been breached, according to the official.
"We don't know if this is biological or chemical," the official said.
The story was first reported by the British tabloid the Sun, which said the Al Qaeda operatives died after being infected with a strain of bubonic plague, the disease that killed a third of Europe's population in the 14th century. But the intelligence official dismissed that claim.

Dr Khrupinov, who was once a weapons adviser to the Soviet president Mikhail Gorbachev, added: "Instead of using bombs, people with infectious diseases could be walking through cities."
It was reported last year that up to 100 potential terrorists had attempted to become postgraduate students in Britain in an attempt to use laboratories.
Ian Kearns, from the Institute for Public Policy Research, told the newspaper: "The biological weapons threat is not going away. We're not ready for it."

Couldn't the CIA now release something amongst the savages in Aghanistan/Pakistan now that a precedent has been established, and then plausibly deny CIA involvement? I think yes. This is all my speculation, of course, because the CIA would never be so Machiavellian.
