If this was found out within a year or two of the twins' birth, then no he shouldn't pay support. But he's been their father for 16 years and he's been raising them and supporting them for 16 years. He should continue paying support and for college like every other father does. I'm not siding with the mother at all, if that's what any of you will turn around and say. I'm siding with the kids who now learned not only is their father not their biological father, but they also learned their father is a scumbag who asked for a DNA test after 16 years and all because of money.

If you act like the father and take on the responsibilities, you are, in the eyes of the court, the father, no matter what DNA the kid carries. Especially states in the pacific northwest. Games are often played where the mother gives a wrong or old address of the alleged father so his opportunity to dispute with a DNA test is never received in the mail and he ends up guilty by default, and hefty legal fees are next to attempt to dig out. DNA testing should be mandatory for any name to be committed to a child's birth certificate as its father or mother (mothers too, in the event of surrogacy disputes, etc). A birth certificate should be a fact sheet, not a mother's wishful thinking. Not to say every mother is a liar, but that they're given too much freedom to be if it happens to fit their agenda (finance, vengeance, avoiding embarrassment, whatever).
