Most lobbying money goes to Congress, not the administration. Congress bears a lot of the blame for the bank fiasco since they demanded lax lending standards in the first place (hello, Mr. Waxman!). And blame for the GSE failures almost exclusively belongs Congress (albeit to both parties).

Changing the administration won't result in any change in the lobbying problem.
