I've never regifted per se, but when I worked for the internet design company you were required to bring in gifts you were given and didn't like.

They then distributed numbers and each person got to take something that was brought in.

The women in the office had a name for this ... I have no idea what it was ... but they were odd and obsessed with "Sex and the City", so I paid little attention to them unless they were wearing short skirts or something see-thru.

I brought in a bunch of crap I got over the years. It was great since some of our morons forgot to bring stuff in ... with my crap there was much to go around.

In short, most of my stuff was the first stuff chosen. I guess they were good presents after all. Just not good for me.
