^^ not to mention, since ICANN is based in the U.S. (Marina Del Rey, actually) though they claim neutrality in being the domain name authority, I've seen some games played by the DOJ and other agencies where when they couldn't do anything about a site's content due to offshore hosting or other reasons, they'd throw enough paperwork at ICANN to get the domain name pulled out from under the registrant, and ICANN of course never discloses publicly when such acts occur, since after all they're "neutral" *cough* and "aren't about to be swayed by suits in Washington".
Based on everything I've read, it's clear Washington and specific law enforcement agencies don't like that the internet grew like wildfire under their noses, they were slow to catch up, and now they don't understand why they no role in governing it, so when it comes to ICANN controlling domain names, they haven't had enough brass ones to step in and try to take over, but at the same time they lean on ICANN heavily in certain situations until Uncle is heard.
