Not taxpayers. Every business in California that buys work comp insurance pays into a state run uninsured employers fund that pays out when a company doesnt have insurance. The bad news for the uninsured company and their owners -- they would then have the state of California seizing real estate, bank accounts ect to satisfy what they paid out. Nothing to seize ????? They can file formal felony charges for not having work comp insurance, not to mention fines.

I represented a niteclub that didnt have insurance. They got raided, the doors were padlocked by the state until the owners got insurance and they were fined more than $30,000. $1,000 for each employee not covered. And that was just because of a routine inspection.
