? Jimmy Carter is the smartest president we've had in the last century - perhaps ever - if you use IQ etc as the metric. He's also a good example of why smart people often fail when less-intelligent people like Reagan succeed - raw intellect can't overcome bad ideas and plans (and raw intellect often leads to bad management, a big problem for Carter).

(the one thing that really stuck in my mind in the Three Mile Island fiasco was Jimmy Carter's visit, and the realization that the *President* was probably the 2nd or 3rd most technically competent guy at the scene)
