As Gia pointed out... you can host your servers anywhere, as long as your business is not "open" to the public, you can generally run the site from anywhere. Talk to a local attorney about zoning issues and licensing requirements for your town.
As for producing hardcore content, so far California is the only state that has laws ( Freeman v. California ) that protect the production under the First Amendment. Go research Ray Guhn for how Florida feels about hardcore in their state.
