Im asking about the cities were they are most common and where the politicians leave you alone. SF Valley is obvious.................any others? Thanks

As Gia pointed out... you can host your servers anywhere, as long as your business is not "open" to the public, you can generally run the site from anywhere. Talk to a local attorney about zoning issues and licensing requirements for your town. As for producing hardcore content, so far California is the only state that has laws ( Freeman v. California ) that protect the production under the First Amendment. Go research Ray Guhn for how Florida feels about hardcore in their state.
