Filing a false official report. Every jurisdiction has something like that on the books. The city attorney will probably look at it a while to decide whether to prosecute, but if the twitter log makes it seem premeditated then there's a problem...

PS. The ATM camera is there to protect the ATM machine. Anything it captures more than two feet away is probably just luck.
