If she did pull a hoax, I'm all for restitution. I don't know what the statutes are in PA, but here in NY, it would be considered Falsely Reporting an Incident in the Third Degree, a Class A misdemeanor punishable by up to a year in jail and/or up to $1,000 in fines. (A conditional discharge might be possible if she's found to be batshit crazy.)

But a "hate crime?" You'd need an actual victim for that. By that logic, anyone who fails to pay their taxes commits a "hate Crime" because they "Hate" the Government.
