You dun hitted it on the head. I think we're seeing a distorted "Lolita" image as interpreted by people in a region where there are still traditional 'national uniforms' or costumes worn - more so in the past, but these days usually just on national holidays.

At the risk of sounding like a bleeding heart, this genre of barely legal Ruskie chicks that look like beaten down deer in the headlights (aka "a mannequin with a pulse") doesn't do much for me, since they don't have it within them to even pretend to be enjoying a scene, much less crack a smile. Anyone that's traveled or lived in that region knows what I mean - everyone looks like they live under their own personal dark cloud.
