Hmmm... Do you think that financial penalties do not account for why animals are treated the way they are on set ? Someone owns that trained dog and they could be sued if the dog is killed on set. And if the dog was earning $10K a month, the owner could have a sizable claim against the insurance company that insured the production. If insurance companies would insure porn productions more, everything would change.
