You need to do a little research on how the Federal Trade Commission operates. They have a long history of going after smaller businesses with deep pockets involved in collusive practices. Smaller businesses will not hire expensive antitrust lawyers, so they will settle quickly with the FTC and shell out the fines.

The FTC operates much like the IRS -- it goes where there's money to be made. The FTC has gone after funeral parlors, dry cleaners, flea market operators, and more for collusive practices, so there's no reason they wouldn't go after porn producers.
